in Ordinance to amend the Recreation Grounds Ordinance,

The Chinese Recreation Ground, which is situated at
Possession Point near the western end of Hollywood Road and which has been set apart as an open space for the benefit of Chinese of the poorer class for over 30 years, is managed by a Committee consisting of the Secretary for Chinese Affairs and the two Chinese members of the Legislative Council, The powers of this Committee are vague and ill-defined, and the
tenure of the ground and its appropriation as an open space
are not on a satisfactory basis. The object of this Ordinance is to provide that this open space shall be declared to be an open space for the purpose of public recreation within the meaning of the Recreation Grounds Ordinance, 1909, and to regu-
larize and regulate the management of the ground by the Com-
mittee.
In my opinion this is an Ordinance to which His Excellency
the Governor may properly assent in the Name of His Majesty
and on His behalf.
